After receiving his D.C. from the National College of Chiropractic in 1986, Dr. Starbard went on to earn his D.O. from the College of Osteopathic Medicine of the Pacific in 1996. Dr. Starbard completed his internship and residency at Providence St. Vincent Medical Center.
