Amy Rigby, Executive Director
It is a great honor to introduce Amy Rigby as Executive Director of The Portland Clinic Foundation. Her background includes two decades of experience in healthcare and nonprofit development, along with a lifetime of dedicated philanthropic service.
Like the foundation, Amy is deeply committed to equity, inclusion, and cultural competency. Actively working to recognize and value individual differences, challenge systemic biases, and foster environments where everyone feels a sense of belonging and can thrive is central to her work. She is proud to be continually engaged in learning and self-reflection, and especially proud to be part of an organization taking mindful action to help create a more just and equitable world.
It is a tremendous privilege to have the opportunity to lead the foundation, supporting organizations and objectives about which she is profoundly and personally passionate, and to guide it to new heights.
Albert Khine, MD
Albert was born and raised in Wilmington, Delaware. His education took him across the United States, including time in New Haven, Connecticut; Washington, D.C.; Chicago, Illinois; and Cambridge, Massachusetts. He ultimately established roots in Portland in the 2000s when he joined the gastroenterology staff at The Portland Clinic.
He is committed to making his hometown even better for himself and his son, a goal that aligns closely with The Portland Clinic Foundation’s focus on supporting local charities. As a physician, he works to improve health one patient at a time. Through the foundation, he values the opportunity to see the breadth and diversity of grant recipients and appreciates its role in advancing the health of the broader community. This exposure has introduced him to many worthy nonprofits he might not otherwise have encountered.
Emma Rommel
Emma serves as the Access Services Manager for The Portland Clinic and has been a member of the Foundation Board since 2022. Born and raised in the Portland area, she has dedicated much of her life to celebrating and supporting her community—volunteering at events, helping organize them, and contributing to causes ranging from autism awareness to houselessness. Emma aims to deepen her understanding of the people around her in order to better support their needs. She believes the Foundation offers a meaningful way to connect with local organizations that share this commitment to community well-being.
Jessica Binkley, PsyD
Jessica grew up in North Carolina and moved to Oregon to attend graduate school at Pacific University, where she received her doctorate in clinical psychology. She is a clinical psychologist at OHSU Doernbecher–Bethany Village and also serves on the Board of Directors for the Oregon Psychological Association (OPA). She is proud to support the Foundation, which acknowledges the strengths of community members and works toward holistic, equitable community wellness. When she is not at work, she enjoys playing and coaching soccer, engaging in teaching and research on multicultural psychology, and exploring the Northwest hiking trails with her family.
Laura Bledsoe, MD
Laura was born in Portland and has lived there most of her life. She earned her undergraduate degree in psychology from Reed College and then worked as a research assistant at the Oregon Regional Primate Research Center for a little over a year. She later moved to Philadelphia, but ultimately returned to the Pacific Northwest to attend medical school and has remained there since. She completed both her medical degree and her pediatrics residency at Oregon Health & Science University.
She chose to practice general pediatrics rather than pursue a pediatric subspecialty because she values the variety it offers. She enjoys building long-term relationships with families and caring for patients as they grow and develop. It is a privilege for her to care for children from their newborn hospital visits through their pre-college physicals. Her patients make her laugh every day, which she considers good for her own health.
In her free time, she enjoys spending time outdoors hiking and biking. On rainy days, she likes to read, cook, and knit.
Marvin Kaiser, PhD
Currently retired, Marvin previously served as the Dean of Arts and Sciences at Portland State University, where he provided visionary academic leadership and supported innovative program development. Throughout his career, Marvin demonstrated a strong commitment to student success and community engagement. His work with the foundation reflects a continued dedication to mentoring young students and advancing intergenerational services. Even in retirement, Marvin remains passionate about fostering leadership, learning, and connection across generations.
Walter Smith, MD
After retiring from the Portland Clinic Orthopedics Department, Walter joined the Portland Clinic Foundation Board in 2018. He was particularly drawn to the Foundation’s emphasis on supporting small, local nonprofit organizations in the Portland region, especially those focused on senior and disabled independence, dignity, mobility, and food security. He and his wife are also advocates for and supporters of local arts and educational organizations. They enjoy golf, travel, attending many of Portland’s musical and theater events, and spending time with their two sons and their families.
Rebekah Trochmann, MD
Rebekah joined The Portland Clinic Foundation as a board member in 2025 to further her interest in wellness and to support local community nonprofits that advance the determinants of good health. She spent over 33 years of her professional career as a physician of Internal Medicine with The Portland Clinic, where she enjoyed working one-on-one with her patients. Now, in her retirement years, she is pleased to continue supporting local foundations that offer individuals the opportunity to lead healthy lives. She supports her own health journey through gardening, hiking, skiing, and the adventure of travel.
Kylee Hunter
Kylee serves as the Population Health Manager at The Portland Clinic. Before joining TPC, she spent a decade working with mental health non-profits, where she provided street outreach, case management, and crisis intervention services. Her background and passions deeply align with the mission of TPCF—she has dedicated her career to advancing community wellness, reducing barriers to care, and centering social justice in every aspect of her work. While living in San Diego, Kylee also volunteered as a Court-Appointed Special Advocate for children in the foster care system, and she looks forward to engaging in similar opportunities here in Portland.
Ella Okken
Ella is the Executive Assistant at The Portland Clinic, where she supports leadership and a wide range of clinic operations. She holds a degree in International Diplomacy from the University of Oregon and has a background in museum studies with a focus on nonprofit work. As a long time Portlander, she is deeply committed to The Portland Clinic Foundation’s efforts to improve the mental, physical, social, and environmental health of the community. Outside of work, she enjoys making art, playing board games, and spending time with her partner and cat.
Jennifer Ellis
Jennifer currently serves as Senior Business Office Manager and has been with TPC since July 2025. She is a boomerang employee, having previously worked with TPC from 2005 to 2017 as a Coding Supervisor. From 2017 to 2025, she worked for Regence Blue Cross Blue Shield in Provider Engagement and Medicare Compliance roles.
During her tenure at Regence, she served as Co-Chair of the PRIDE Employee Resource Group, was a member of the Health Equity Taskforce, assisted in developing and facilitating Black Maternal Health and Infertility webinars, and was a member of the Pregnancy and Child Loss Peer Support Team.
As someone who identifies within the LGBTQIA+ spectrum and is the parent of biracial children, Jennifer brings both personal and lived experience to advancing diversity, equity, and inclusion. Her personal relationships span a wide range of racial and cultural backgrounds, and she is deeply committed to anti-racist principles in both her personal and professional life. She believes that meaningful DEI work requires not only representation, but also active engagement with communities that have been historically marginalized.
Amy Mulcaster, DO
Dr. Mulcaster has practiced as a gynecologist for more than 20 years and has been a partner-owner of the clinic since 2015. She is dedicated to supporting the providers and teams at The Portland Clinic to ensure the clinic continues to be a recognized leader of quality health care services for the community.
She transitioned to the role of Chief Medical Officer in 2020, and later to the role of CEO in 2024 while maintaining her gynecology practice. Her transition into the CEO role is significant for many reasons: she is the first partner-owner to serve as CEO, the first doctor in more than 50 years to serve in this position, and the first female CEO in the clinic’s 104-year history.
Dr. Amy Mulcaster completed her Obstetrics and Gynecology residency in Detroit, Michigan after attending medical school at Michigan State University College of Osteopathic Medicine. She has held many leadership roles at The Portland Clinic and has served as clinical faculty for both Michigan State University College of Osteopathic Medicine and Western University of Health Sciences in Oregon. She and her husband relocated to Portland in 2008 and have two children.
